Residential carer parking permit
If you live in a residential parking zone and need home visits from a carer or a number of carers, you can apply for a carer parking permit. There is a limit of one carer parking permit, per qualifying person, per address.
Carer permits can be used on different vehicles, however the vehicle can only be parked in the zone shown on your permit.
Carers’ parking permits are for the sole use of the applicant’s Carers and must only be displayed in a vehicle which is being used by the Carer to deliver care to the applicant at the time that the permit is displayed. At all other times the care permit must be retained by the person for whom the care permit has been issued.
Carer permits are not valid if displayed in a vehicle which exceeds 2.3m in height and/or 5.3m in length. It is the responsibility of the care permit holder to ensure that vehicles displaying their care permit do not exceed these dimensions. If a vehicle displaying a care permit does exceed these dimensions it can be enforced against.
As the permit can be switched between vehicles these permits will remain paper based. Once the permit application has been approved the permit will be posted by recorded delivery within 2 working days from the application approval date.
Please contact the Council if you have not received your carers permit within 5 working days of being notified that your application has been approved. Notifying the Council of a non-received permit after the 5 working day deadline may result in a new application having to be made and another payment may also be required.
The cost of a carer permit is £11 and there will be no emissions based charge applied to these permits. Care permits will be issued to cover the same period as your benefit claim to a maximum of 12mths. As an example if your benefit claim expires in 10mths then the care permit will only be issued for 10mths
When renewing your permit you must select a start date for your new permit to begin. The MiPermit Newham system will default to today’s date on the application page. Please ensure this is updated if you require your permit to start from a later date. You will only be able to renew your permit up to four weeks in advance.
If you are in receipt of care through Newham Council’s Social Care Teams please confirm this on the appropriate section of the application form. This will be checked with our Social Care Team and if correct we will approve your application and send your carers permit out to your address by post.
It is the vehicle owner/keeper’s sole responsibility to ensure that their vehicle is fully covered by a valid permit, active virtual permit or blue badge before leaving it parked on the public highway during the resident parking zone (RPZ) restricted hours. The RPZ restricted hours are displayed on the entry signs at the start of a zone or you can find details on the following Resident parking zones (RPZ) page.
Failure to display a valid permit or have an active virtual permit or blue badge will be subject to a penalty charge notice being issued and possible further enforcement action being taken such as removal of the vehicle to the Councils car pound.
If you do not receive care through Newham Council you will be required to provide the following documents:
- A letter confirming that the person for whom the carer permit is being applied for requires home visits from their care provider. This letter needs to be on headed stationery and dated within 3mths of the application and can be from the qualifying persons doctor (GP) or from a healthcare specialist who is providing the home support visits.
- Welfare benefit entitlement letter confirming that the person for whom the carer permit is being applied for is in receipt of the Care component of Disability Living Allowance (DLA) or Personal Independence Payment (PIP)
- Proof of address. This proof should be the name of the registered keeper/leaseholder of the vehicle requiring the permit or in the name of the employee if a company vehicle: Acceptable proofs of residency are: Council Tax bill which must be valid for the current financial year, utility bill or bank statement (dated within the last three months) or a tenancy agreement covering the current financial year. If the property has been recently purchased a mortgage offer letter or completion of sale letter, on headed stationery, from a solicitor dated within the last 6mths.
